OFW Returning To Philippines Guidelines

Welcome as provide this process on the Overseas Filipino Workers (OFW) Returning To Philippines Guidelines for all OFW travelers. All returning OFW from the IATF List of countries are required to undergo the mandatory measures and requirements from the Philippines Government, due to the current COVID-19 issue. Effective 30 May 2022, the new entry, testing, and quarantine protocols for returning Filipinos IATF Philippines Resolution No. 168.

5 Steps for OFW Returning To Philippines Guidelines

A. Prior To Departure

1. Three (3) days before departure, OFW travelers will need to register an account at the Bureau of Quarantine’s One Health Pass (OHP) online registration portal. Once registered, save the transaction number generated by the system, also this number will be sent through to your registered e-mail address.

2. Save or print the copy of the OHP QR code generated, which is required to show during the flight check-in process.

3. Perform Pre-Departure COVID-19 Test from country of origin;
A. Negative RT-PCR result within 48 hours prior to the departure or;
B. Negative laboratory based Antigen test taken (ART) within 24 hours

Starting 30 May 2022, all inbound travelers to the Philippines will be exempted from the Pre-Departure Test (RT-PCR/ART) if individuals fall into the below criteria.
A. Individuals aged 18 and above who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine and at least one (1) COVID-19 booster shot.
B. Individuals aged 12 – 17 years old who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine.
C. Individuals aged below 12 years old with accompanied parents/guardian who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine and at least one (1) COVID-19 booster shot.

4. Register account and secure a copy of OEC (Overseas Employment Certificate).

B. PRE-BOARDING PROCESS

During counter check-in at the airport terminal, present all the necessary documents;
A. Valid one-way or two-way plane ticket
B. Passport with at least 6 months validity
C. Vaccination Certificate
D. Negative COVID-19 Pre-Departure Test Result
E. One Health Pass – Registered QR Code

C. IN FLIGHT PROCESS

OFW Returning To Philippines In Flight Process

OFW travelers will need to accomplish the Bureau of Customs Form, Philippine Health Declaration Form, and Philippine Arrival Card provided by the flight attendant.

D. Upon Arrival On The Philippines

Upon arrival at Philippine airport terminal, present all the necessary documents;
A. Vaccination Certificate
B. Negative COVID-19 Pre-Departure Test Result
C. One Health Pass – Registered QR Code
D. OEC (Overseas Employment Certificate)

E. Going HOMe

After you are cleared to go home, contact your immediate families or relatives to pick you up and bring you home. It is required to perform self-monitor for 7-days and report to local government if there is any sign or symptoms of COVID-19.

OFW travelers and international foreign individuals arriving in the Philippines who are vaccinated, not vaccinated partially vaccinated shall undergo the below protocols effective 30 May 2022 based on the latest guidelines from IATF Philippines Resolution No. 168.

FULLY VACCINATED INTERNATIONAL PASSENGERS

1. Arriving passengers must present a proof of Vaccination Certificate against COVID-19 from the recognized institution.
  A.World Health Organization International Certificates
  B. VaxCertPH; or
  C. National/state digital certificate of the foreign government
2A
. Negative RT-PCR result within 48 hours prior to the departure from the country of origin or;
2B. Negative laboratory based Antigen test taken (ART) within 24 hours

With effect 30 May 2022, all fully vaccinated individuals shall be exempted from the Pre-Departure Test (RT-PCR/ART) if individuals fall into the below criteria.

A. Individuals aged 18 and above who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine and at least one (1) COVID-19 booster shot.
B. Individuals aged 12-17 who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine.
C. Individuals aged below 12 years old with accompanied parents/guardian who received 2nd dose in a 2-dose series or 1-dose in a single dose series COVID-19 vaccine and at least one (1) COVID-19 booster shot.

UNVACCINATED OR PARTIALLY VACCINATED INTERNATIONAL PASSENGERS

1A. Negative RT-PCR result within 48 hours prior to the departure from the country of origin.
1B. Negative laboratory based Antigen test taken (ART) within 24 hours
2. Upon arrival, individual must perform facility-based quarantine for 5 days with negative RT-PCR result on the 5th day. If Negative individual will perform home quarantine until the 14th day from the date of arrival.
3. Local Government Units (LGU’s) are tasked to monitor arriving passengers undergoing home quarantine.

UNVACCINATED MINOR FILIPINO NATIONALS

1. Minor Filipino nationals below twelve (12) years old, shall follow the quarantine protocols of the accompanying parent or guardian during travel.
2. On the other hand, Filipino nationals age between twelve (12) to seventeen (17) years old shall follow based on the above stipulated vaccinated and unvaccinated protocols.

OFW travelers  from the IATF list of countries arriving in the Philippines who are not vaccinated or partially vaccinated shall undergo a 14-days quarantine, while fully vaccinated individuals shall serve a 10-days quarantine period.

  1. OFW travelers will need to proceed to the holding area for a briefing held Philippine Coast Guard (PCG) on health and safety protocols.
  2. Upon arrival perform the temperature screening check and show the One Health Pass (OHP) QR Code to the officer-in-charge.
  3. After clearing the Philippine Immigration, all land-based OFW will need to proceed to OWWA Help Desk Center and present the OHP QR Code and submit the OWWA Project Care slip.
  4. Claim the baggage at the designated area and clear for Customs clearance.
  5. Exit the terminal and wait for the OWWA shuttle bus that will take you to your designated hotel.

D. QUARANTINE FACILITY/HOTEL PROCESS

  1. Upon arrival at the hotel, present the OHP QR Code upon check-in
  2. Fully vaccinated individual’s from Green List Countries must have;
    (A) Negative RT-PCR result within 72 hrs prior to departure
    (B) Upon arrival facility-based quarantine with RT-PCR Test taken on 3rd day.
    (C) If Negative must undergo a home quarantine until 10 days
  3. Unvaccinated, Partially Vaccinated, Not Vaccinated individual’s from Green List Countries must have;
    (A) Negative RT-PCR result within 72 hrs prior to departure
    (B) Upon arrival facility-based quarantine for 7 days with RT-PCR Test taken on 7th day. 
    (C) If Negative must undergo a home quarantine until 14 days
  4. Fully vaccinated individual’s from Yellow List Countries must have;
    (A) Negative RT-PCR result within 72 hrs prior to departure
    (B) Upon arrival facility-based quarantine with RT-PCR Test taken on 5th day.
    (C) If Negative must undergo a home quarantine until 14 days
  5. Unvaccinated, Partially Vaccinated, Not Vaccinated individual’s from Yellow List Countries must have;
    (A) Negative RT-PCR result within 72 hrs prior to departure
    (B) Upon arrival facility-based quarantine for 7 days with RT-PCR Test taken on 7th day. 
    (C) If Negative must undergo a home quarantine until 14 days
  6. Returning OFW individual’s from Red List Countries must have Negative RT-PCR result within 72 hrs prior to departure. Vaccinated individuals must undergo facility-based quarantine and perform RT-PCR Test given on the 7th day, if Negative individual will perform the home quarantine up to the  14th day from day of arrival. Unvaccinated/Partially individuals upon arrival must undergo mandatory 10-Days Facility-Based Quarantine and perform RT-PCR Test given on the 7th day, if Negative individual will perform the home quarantine up to the  14th day from day of arrival.
  7. All children aged three (3) years old and below are exempted to perform the RT-PCR test before boarding the the flight.
  8. If the RT-PCR test result is positive, the Bureau of Quarantine (BOH) shall transfer the individual to a designated hospital for further medical evaluation.
  9. Check-out of the quarantine hotel/facility when the test result is negative.

All OFW traveler’s quarantine facility accommodation, food, testing, and transfers are shouldered by Overseas Workers Welfare Administration (OWWA).  In the event traveler develop COVID-19 symptoms during the quarantine period, please inform hotel personnel. The hotel personnel will liaise with the medical officer to check and access the individual’s condition.

D. GOING HOME

After you are cleared to go home, contact your relatives to pick you up and bring you home. All land-based OFW will need to coordinate with the OWWA Uwian Na portal to facilitate the needs of the final point of arrival.

  1. Upon arrival at the terminal of destination, report to OWWA or LGU Desk for instructions.
  2. Individuals who reached home will need to complete the remaining 14 days quarantine (Unvaccinated/Partially Vaccinated) while 5 days quarantine for (Vaccinated) individuals.

GENERAL GUIDELINES

  • All passengers are required to wear a face mask.
  • OFW travelers must download the Traze Mobile Application and register. This application will need to scan QR codes when entering, boarding, and arriving in all Philippines airports.
  • Temperature screening, use of foot bath, and disinfection facilities are to be observed.
  • Details of the list of countries from IATF Philippines must adhere the quarantine and testing protocols.
